The new St Kilda Beach Pier (Circle of Reflection) is opposite Shakespeare Grove, St Kilda and extends 60 metres into Port Phillip Bay.
A new 360-degree viewing platform over Port Phillip Bay will be built at St Kilda.
The new viewing area at iconic St Kilda beach - to be named Circle of Reflection - will extend 60m into the bay. Melbourne Water will build the platform as an "attractive addition" to the replacement of the 70-year-old Shakespeare Grove main drain outlet.
Melbourne Water program delivery general manager Eamonn Kelly said it would be a drawcard for locals and visitors and fit in with the character of the St Kilda foreshore.
"The circular-shaped viewing platform will be a friendly and inviting space," he said.
"It will have seating so people can stay and experience the panoramic views of the surrounding Port Phillip Bay and foreshore. It's an ideal position to enjoy watching the sunrise and sunset.''
The design was developed by international group Stantec-Arup and Melbourne-based Human Habitats.
Mr Kelly said the structure would also help keep the public safe, ensuring the main drain outlet reduced the risk of flooding to surrounding suburbs for years to come.
A tender process has been launched for the detailed design and construction of the project with work expected to start early next year.
Mr Kelly said it would become a popular Melbourne site. "We believe it has the potential to become a landmark location for St Kilda and a tourist attraction," he said.

Location
The Shakespeare Grove stormwater outfall is opposite Shakespeare Grove, St Kilda and extends 60 metres into Port Phillip Bay. It's situated at the southern end of St Kilda Beach.
Timing
Replacing the main drain outlet is complex as it is part of a broader underground drainage network and is located in a marine environment.
Planning: Investigations, including field studies, have been undertaken along with a robust community consultation process which commenced in 2019.
Construction: Construction works are proposed to start in early 2021; however, this may change as more information becomes available. We will keep you updated on the timing of the project as we progress.
